Parks Commercial Vendors Policy
- Hull Culture and Leisure Ltd offer a number of commercial opportunities which are granted to commercial vendors on a licence basis. Commercial vendors are defined as those who are operating as a private business and trading directly with the public.
- At Appendix 1 this Policy specifies the maximum allocation of commercial vendor licences for each park.
- At Appendix 2 this Policy set out the charging structure to be applied.
- At Appendix 3 the Policy sets out the assessment criteria for the award of commercial vendor contracts.
- A commercial vendor contract may be let for up to three years.
- Annual Licenses will be valid from 1st April to 31st March, or from a point in the year when they are let. Commercial vendor documentation such as insurance, qualifications or industry standards will be checked annually on issue of the licence.
- The Contract and licence may be terminated at any point where the commercial vendor is not meeting the standards set out in the contract.
- The commercial vendor base price is contained within the Leisure Service price list. Prices are set and managed within approved Company policy, and reviewed annually.
- Commercial vendor hire payments will be made on a quarterly basis and set out in a payment schedule within the contract. A debtor will be raised to correspond with payment.
- Non-commercial bookings fall outside of the scope of this policy and are managed through the parks events bookings process.
- Sale of alcohol may be prohibited in some parks due to by laws.
- Match day trade restrictions will apply at licences issued at West Park.
- The East Park commercial vendor for ice cream sales is managed directly by the council.
- The Company does not arrange commercial vendor licences at Pearson Park, arrangements are made by the Pearson Park Trust.

Appendix 2: Commercial Vendor Charging Structure
The commercial vendor base price is subject to annual review, and is increased by inflation as a minimum.
The table below sets out the charging structure and a premium multiplier that may be added to the base price to reflect the commercial opportunity that is linked to either the type of activity or advantage of the busy location.

By contacting Hull Culture and Leisure to enquire about opportunities.
The information supplied in the commercial vendor application form will be assessed, and if the commercial vendor successfully fulfils all relevant criteria a contract may be awarded. Where there is more applicants than available opportunities the application forms will be assessed against the following criteria.
